Is the road open to cars at the bottom of Zion canyon

I think you can drive in the canyon during the off season. My son was there over Veteran's Day weekend last November and he was able to drive in the canyon.

Where are there first come first served tent camping sites in Zion?

Zion has three designated campgrounds, Jared. Watchman campground is the biggest, with 162 regular sites. Located close to the Zion Visitor Center, reservations here are highly recommend as it gets busy (especially during the summer months). If you want to camp here without reservations, the NPS recommends you arrive first thing in the morning for a shot at unreserved sites. Nearby, South Campground offers 127 sites that are all available on a first-come, first-serve basis. Smaller but harder to access, Lava Point Campground is a six-site campground that's first-come, first-serve. The campground is located about 25 miles north of Virgin, UT, off Zion's Kolob Terrace Road. It's only open June through October as weather conditions permit.
