  Technically, the southernmost community on the Outer Banks is Hatteras, which you can access from the mainland via Ocracoke Island. The Cedar Island-Ocracoke ferry is probably closest for you (sailings also leave from Swan Quarter a little further north). Although not technically part of the Outer Banks, Cape Lookout National Seashore might be another spot worth checking out, as it's a little closer and easier to access from Surf City.
