Waimea Bay Park and the waterfalls are on the North Shore of Oahu. Basically, if you're coming up from Honolulu, you head to the north side of the island and follow the Kamehameha Hwy east to Waimea Valley Rd. and turn right. Waimea Bay is immediately across the street from the canyon that goes back to the falls. Google it with your starting point for detailed directions. It's about a 45-50 minute drive from Honolulu during the week. On weekends, the Kamehameha Hwy can be a v-e-r-y slow drive, but the drivers are so very polite on the North Shore, it's not very stressful. The North Shore is a world all its own. HI Kathy, Summertime, when families descend on Hawai‘i, constitutes high season. So does wintertime (from mid-December through March), when a blanket of brrrr covers most of the mainland. Holiday periods like Thanksgiving and Easter also draw throngs. Be careful about coming in late April: There are three simultaneous holidays in Japan at that time, which means the Japanese are traveling in greater numbers than usual. In general, the north and eastward facing coasts tend to get more rain. But even when it's raining on the north or eastern shore, it's often not on the south or westerly shores. And rain showers don't tend to last that long, like they do on the mainland.
