While lounging around seems to be the activity of choice on Culebra's gorgeous white-sand shores, snorkeling on the southwest side of Luis Pena is a close second. The cay boasts a number of pristine beaches and a coral reef thick with fish and ocean flora. Culebrita, the island's largest cay, has a spread of satiny sand so fine, it will glide through your fingertips like powdered sugar. Accessible only by boat, the cay is home to the oldest operating lighthouse in the Caribbean.
