Florida's manatees tend to head inland in the cooler months, when they seek out the warmer waters of inland waterways and springs like those at Crystal River National Wildlife Refuge, springs along the Suwannee River, and up and down the St. Johns River. They also like lingering near power plants, which discharge warm water year-round; some FL power plants have manatee observation programs. You can also spot manatees year-round at Homosassa Springs Wildlife State Park, which has a handful of recuperating mammals. Note that there is some controversy about the effects of swimming with manatees, so best to observe them from a distance so you don't disturb these gentle creatures. Alistair (Away.com)
