Many of the museums in Chicago, like the excellent Art Institute, offer free admissions on certain days/time. There's some free attractions on Navy Pier, plus the zoo is free seven days a week. You should also stroll around Millennium Park, which has gardens, sculptures, good views of the skyscrapers, and free concerts throughout the summer. Lastly, while it's not technically in Illinois, Indiana Dunes National Lakeshore is free year-round and is going even "freer" this year by offering no-fee parking as part of the National Park Service's "Fee Free Weekends" program (http://www.nps.gov/indu/parknews/fee-free-weekends.htm).
