Your cheapest options will probably be the Greyhound bus from SF to Salinas, followed by a bus ride on the local Monterey-Salinas Transit bus (http://www.mst.org). The Greyhound ride will take you about four hours and costs $26.50 one-way. You could also try Amtrak's Coast Starlight service, which runs between SF and Salinas, taking just over three hours. Bear in mind, you'll still need to hop public transit to get from downtown SF to either Emeryville or Oakland stations, plus do the Salinas-Monterey bus at the other end. One-way Amtrak fare is about the same as the bus, though obviously is a tad more comfortable. If you're planning to hit Monterey straight from San Francisco or San Jose International airports, you could also look into the Monterey Salinas Airbus (http://www.montereyairbus.com), with one-way rates starting at $35.
