O'Hare or Midway it matters not. Shuttles are available at both to major (and minor) hotels throughout the downtown area. Cost is about $30 one-way or $50 for the round-trip. I always ride the subway/El-train for a fraction of the cost (about $2 one-way) and get deposited about 1/2 block from the Palmer House Hilton. Slightly easier to board the subway at O'Hare, but Midway accomodates as well after a moderate walk through the terminal and out to the train platform.

if O'hare, follow signs to Public Transit to the M Blue line to Forest Park, it starts at airport and drops you off many stop in downtown but get off at Monroe-Blue(copy and paste Link):

I was told by many do not use after 12 midnight for safety, just got back from Chicago and used this mode of transportation. cost $2.25 each way or you could get a multiple day unlimited on and off for $14 or $17 for all Metro Trains including the L on the Loop. All other modes of transportation start are $20 to $45 each way. In no way did I feel threatened, Chicago is very diverse, need to be smart like any other city

You can beat the Blue line "L" train from O'Hare right into downtown. It's pretty slow (about an hour), but is definitely a cheap and safe way to go.
