What attraction are there between Cumberland, Md and Virginia Beach, Va that we could get our 9 month daughter out of the car for an hour?

That's quite a long drive (over five hours), so I suspect you'll need more than just the one stop with a nine-month-old. You'll skirt Washington, D.C., but I wouldn't recommend getting too far off the Interstate as you might get snarled in the usual daily and commuter traffic. One nice option, though, just off I-270 before it hits the Capital Beltway (I-395), is Cabin John Regional Park, which has a miniature train ride and plenty of places to stretch your legs. Or head a little further down to Glen Echo Park, which is a good spot on the banks of the Potomac and about a mile from the Beltway. There's a playground and carousel here. Maybe a little oddball for some (and definitely for the drivers, not infants!), but the meatballs in the Ikea cafeteria off I-95 near Woodbridge will fill a hunger spot that roadside fast food just can't match. You can also freshen up and feed the baby in a clean, bright Scandinavian enclave (maybe even buy yourself some self-assembly furniture?). Lastly, Fredericksburg, Virginia (160 miles from VA Beach), is a nice place to stroll and grab some food, plus it's just off I-95.
