We will be staying at The Westin in St John. Is it worth paying the
$100 fee to be able to ride the Breeze ferry back and forth to other islands or just take local transportation?

Your final calculation might depend a little on how long you're staying and how much island-hopping you're planning on doing. Most of the public ferries for places including Charlotte Amalie and Red Hook on St. Thomas, Virgin Gorda, and Tortola depart from Cruz Bay. Round-trip fares range from $15-$20 for the short hop to St. Thomas to up to $70 if you want to sail over to BVI's Virgin Gorda for the day. The other factor you should consider is convenience, as the Westin ferry will pick you up directly from the resort instead of having to arrange transportation over to Cruz Bay (not far, mind you). There's some useful information about ferry schedules and prices at this link: http://www.vinow.com/general_usvi/interisland_ferry/. I didn't really answer your question directly but hopefully above info will help you make the right decision!
