Just returned from a great 7-day trip with three kids age 5-8 in that area. These are the things we did:
New York: Times Square, Lunch in NY, Toys R Us(ferris wheel inside)
Pennsylvania: Toured Historic Philadelphia, HersheyPark, Amish Tour
Virginia: Mount Vernon, Monticello, Alexandria, Georgetown, took boat into DC for a day from Alexandria
New Jersey: Statue of Liberty(not sure if that would be considered New York or New Jersey). Took the subway from New Jersey into New York.

Have heard good things about Baltimore but did not stop there but went right past the city on our way from Virginia to New Jersey.

If it's numbers you're after, the Mid-Atlantic and Northeast should certainly give you plenty opportunities to tick off states quickly (Delaware, anyone?). However, not sure how much fun that'll be for your kids. After all, you could easily fill a week in just New York and Washington, D.C., for example. Or you could just settle for one state -- New York state -- and fill your time with big-city fun in Manhattan, a world wonder like Niagara, and some serious outdoor fun in the Adirondacks.
