My family plans on going to DC for the Easter holiday, are all of the museums and tourist sites open Easter Sunday?

Yes - they only close on Christmas and Thanksgiving.

The Smithsonian museums in Washington, D.C., are open every day of the year except December 25. Of course, many of the main sights like the Lincoln Memorial, Vietnam Memorial, and National Mall are open 24/7. Also, the White House and U.S. Capitol are good spots to visit irrespective of day/time even if you can't go inside.
