Hopefully Chicago will be defrosting from the big winter chill by the time of your visit, though there are no guarantees! Outdoor spots like Millennium Park, Navy Pier, and the Lincoln Park Zoo are good options for free family fun, though this obviously depends a bit on the weather. The Art Institute of Chicago is an excellent museum with free admission for under 14s, plus offers free admission every Thursday evening from 5 to 8 p.m. (a godo way to get a taster and see if you'd like to plan a longer visit). If you want to do the big sights like the Shedd Aquarium or Field Museum, you might consider getting a Chicago CityPass for discounts at multiple attractions, or check with your hotel for special offers that combine lodging with free or reduced tickets to special events or attractions. The Chicago tourism bureau's website is a great source for all things free, including a special section devoted to free fun in the Windy City: http://bit.ly/eQpgSv
