If you're looking for Mexico, you'll definitely want to check out Sayulita which is about 45 min. outside of Puerto Vallarta. There is an amazing adventure resort located close by called Costa Azul. The waves in Sayulita are on the smaller side, nice rollers and great for beginner surfing. Great beach bars and fish shacks if you get hungry on the beach too. The water is also warm so you can get lots of practice in. If you're looking for S. Cali, then San Onofre is a great beginner spot. You'll have to deal with the colder waters of the Pacific but again, great beginning spot that we've had some great luck at.
