Is there a tour that picks up in Baltimore to tour Washington DC for one or two days in December?

You can check with the local tourism board about companies offering tours to D.C., though myself, I'd just hop on the train to Union Station in D.C. and explore on your own steam. It's a very easy commute (about an hour) and doesn't cost much.
