All of the beaches in Mexico are open to the public. You may have to pay a fee to use a beach chair, umbrella, etc.

I've been there and the snorkeling is great with A SUNKEN BARGE AND CORAL AND LOTS OF FISH. You can't walk through their lobby but if you park off the road just south of there. No development as yet. Then walk along the shore you can sit on their beach order cervesa and swim but don't use the hotels shade or chairs etc. Best kept secret in Cozumel.
