I think it depends on how you define "safe." New Orleans is a city with the obvious pros and cons that come with that. In most cases, if you use common sense, you'll be fine. Don't walk down dark, lonely streets. Don't count cash in public. Things like that. But Orleans Street is in the heart of the Quarter, and chances are good that there will be plenty of people around at most hours. I've been to NOLA more times than I can count and have never been so much as pick-pocketed.
