While Pacific Ocean currents can be quite treacherous off some of the more exposed headlands, Monterey State Beach is probably the best bet for you. Sheltered by the curve of the bay in Monterey, this beach offers swimming, waves, tidepools, and more. The beach in nearby Carmel-By-the-Sea is also a nice spot for sunbathing and swimming, though the surf is relatively big here.
