Museums are super-stroller friendly, as is the Metro for getting around. Another nice spot to stroll with kids is the National Zoo. Ironically, if you're coming in spring, the place where you'll hit the most snags with a stroller is amidst the hordes of people jamming the Tidal Basin trails as they ogle the cherry blossoms! Go very early in the morning, or check out the blooms in much quieter (yet nearby Haines Point). My favorite musuems with or without kids are the Sackler and Freer galleries behind the Smithsonian Castle on the Mall. Always quiet, always interesting.
