Short of finding a spray park or pool in Bakersfield itself, think your best bet will be Santa Barbara. It'll be a bit of a long drive, though; one alternative might be Lake Isabella recreation area, about 35 miles northeast of Bakersfield and a good spot for boating, fishing, and lake swimming.
