Absolutely, Chicago is a very safe city, not to mention being incredibly fun for kids at that age. There are loads of activities and attractions for them to enjoy, ranging from engaging museums and a world-class aquarium to outdoor activities and free concerts. Better yet, Chicago is a very walkable city and you'll feel quite safe strolling the downtown streets (despite the fast-paced, big-city feel!).
