You do know Arlington National Cemetery is in Washington, DC, right? So a plane, train, bus, or car ride from JFK. As for hotels close to Arlington National Cemetery, check out the hotels in Rosslyn, Ballston, or Crystal City (all Arlington, VA, and all neighborhoods with more affordable lodging choices than downtown DC plus Metro access that'll get you to Arlington National Cemetery).
