I did a quick Web search for info about outdoor ice-skating rinks in Portland, and couldn't find any mention of one. There are a number of indoor rinks. One wag on a Portland discussion board questioned why you'd want to skate outside there anyway coz it's always raining! Can't speak to that, but looks like you might need to strap your skates on inside.
