Asbury Park offers free admission to the Beach. Asbury has a boardwalk, and shops along the boardwalk. It can be accessed by the North Jersey Coastline Train, or bus
Seaside Heights offers Amusements on the Boardwalk as well as Point Pleasant Beach both offering tons of fun for the kids... but it might prove to be more expensive.

In Ocean City around 12th St is the best Arcade because they are reasonable you can play skee ball for 10c and pinball for a quarter. Cape May and Wildwood both have lighthouses that you can walk around
