Absolutely not! Va Beach bills itself as a "FAMILY RESORT" and that means no drinking or partying on the beach unless the city is selling the alcohol then its okay. As a matter of fact, it's even illegal to curse on the resort strip during tourist season. I kid u not.

According to the official VA Beach website, "fires of any kind are not permitted" on any of the area beaches. Glass containers and alcoholic beverages are also not permitted, so I'm guessing your full-moon party's out.
