It's a user-generated type of index, so I can't vouch for the accuracy of the numbers included, but it could prove helpful in your quest to relocate! I'd also suggest you visit expat forums like Expat Blg (http://www.expat-blog.com/forum/viewforum.php?id=226) and ExpatForum.com to see if you can't find someone with experience living in Belize. My guess is San Pedro will be best bet in terms of access to amenities as well as jobs, though obviously not quite the paradise escape you may have in mind.
