best places to visit for adults under 21

my friend and I are both under 21, i'm 20 and she is 19. what places in the US would best fit us, since we are unable to rent a car.

Las Vegas has a lot of fun things to do for the under-21 crowd. We stay at Circus Circus because of its indoor amusement center but New York, New York has an outdoor fun center. You don't need a car because of the numerous shuttles, buses and taxis.

Not sure where you're based, but any of the big cities like New York City, Chicago, or Boston would be fun, as they're easy to get around once you arrive (take it you don't mind flying?). Washington, D.C., might also be fun, especially as there's lots of free stuff to see and do (plus it's very easy to get around). If you want to party, head down to New Orleans where the rules are a little laxer with respect to drinking age. Also, maybe look north to Canadian cities like Vancouver or Montreal, as the drinking age there is 19 so you could go enjoy the bars and clubs legally. There's a number of low-cost bus companies that service cities up and down the East Coast, which could be an option for getting around (BoltBus and Vamoose, to name a couple). Also, Amtrak's good, if a bit slow and expensive. If you're coming from abroad, Amtrak offers a USA Rail Pass that will allow you to knit together some of the bigger cities I mentioned above.
