before go to Bangkok for vacation for 3 week , Do we have to apply the visa from Thai embassy in the U.S : -For Reentry-permit holders(US Permanent residents )and -For Passport holders(US Citizens)and If yes , How ?

No, only need a visa if you stay for 3 months

U.S. citizens and citizens of 40 other countries (plus Hong Kong) do not require visas to enter Thailand as tourists for periods of 30 days of less. More info at: http://www.mfa.go.th/web/2637.php. Not sure where the green-card holders in your group hail from, so check the above list to confirm which countries are exempt.
