I've never liked the beaches at the resorts of the Riviera Maya, but Tulum, Akumal, and Playa del Carmen have fantastic (and free/public) beaches.

Short answer: the beaches are better in Riviera Maya. To explain in a bit more detail, I'll tell you about the beaches and the water.

The waters in Cancun are actually very clean, blue, and beautiful (aside from a few small exceptions which you would probably not encounter). The difference comes in the actual beaches. In Cancun, it is usually only the nicer resorts that have good beaches. They bring in their own soft, white sand. However, even the very nice resorts can have very short beaches that are somewhat rocky. The cheaper resorts typically have much coarser, less white sand.

In Riviera Maya, the beaches are much larger and typically have much better sand. The water is also slightly more clear than it is in Cancun.

You can find a great beach in either location depending on the resort, but you are more likely to be pleased in Riviera Maya.

Enjoy!
